13.   ADMINISTRATOR’S REPORT

14.  REQUESTS AND MOTIONS BY COUNCIL MEMBERS

 

  • Councilor Seman stated SCTAC had again been recognized by Greenville Magazine in their annual edition of the 50 Most Influential Business Leaders. She also stated the SCTAC Board sent their thanks to County Council for Council’s support in SCTAC’s economic development initiatives.

 

  • Councilor Norris stated she had represented County Council at the MLK event at the TD Convention Center. She then invited the people who came from City View to get together with herself and Councilor Rawls after the meeting to discuss their area.

 

  • Councilor Burns stated in November he brought up some issues regarding the Council’s relationship with the State. He stated Mr. Meadows informed him that he would be taking up some of the aforementioned State Budget issues in his committee. Mr. Burns also reiterated his earlier concerns with Greenville Tech receiving funds from the County but the Council had no authority and no say so in the way those funds were being spent.  He felt they needed to deal with that matter.

 

  • Councilor Cates asked when the lights would be turned off in City View. (February 7th). He then expressed his concern with the threat of increased crime costing the County more than the cost of maintaining the lights. He asked if the County could come up with funding to keep the City View lights on until a tax district could be created.

 

  • County Administrator Joe Kernell stated they would check into that possibility. He stated the expense could possibly be recouped once the district was formed.

 

  • County Attorney Mark Tollison stated the critical issue at this point was for the community to come up with some leadership and moving forward with a petition drive to create the district.

 

  • Councilor Taylor inquired about the ownership of the properties in City View; owners v/s renters. Attorney Tollison stated the research had been done and he could provide Council with those statistics. Mr. Tollison recommended steering the community toward creating a County Improvement District due to the area’s high rental numbers.

 

  • Councilor Dill stated in regard to City View, he encouraged the speaker to notify Ms. Norris, Mr. Rawls or the County’s Codes Enforcement Department with the addresses of those properties that were not up to code. Mr. Dill then stated he, Councilor Meadows and John Hansley were asked to speak earlier that day to the sub-committee of the Ways and Means in Columbia on the Local Government Fund. He encouraged his colleagues to speak to their counter-parts on the Delegation regarding this matter.

 

 

  • Councilor Meadows wished Mr. Baldwin a Happy Birthday.

 

  • Councilor Dill wished Joe Kernell a Happy Birthday.
